Mr. Bolton Walters is a Managing Principal of Capital Park Partners LLC, which serves as a strategic adviser to a select clientele of U.S. and international companies, entities and individuals. Mr. Walters is also a Principal of Capital Park Securities LLC, which manages capital on behalf of U.S. community bank holding companies, subsidiary bank trust departments, and other qualified U.S. and foreign investors.

Previously, Mr. Walters served as a political appointee and Senior Adviser for Commercial and Business Affairs at the U.S. State Department. In this role, he was responsible for representing the U.S. State Department in Presidential and inter-agency commercial advocacy on behalf of hundreds of U.S. companies operating abroad, resulting in billions of dollars of successful financial and commercial transactions. He also advised senior business executives and U.S./foreign government officials on a wide-range of issues including facilitating equity, debt and project financing, exports and imports, negotiations and disputes, public tenders, greenfield and brownfield projects, competitive and geopolitical intelligence, navigating U.S. and foreign legal, regulatory and political frameworks, small business creation and attracting foreign direct investment.

Mr. Walters also served as a member of the U.S. team responsible for hosting the 2004 G8 Summit; an annual forum for the heads of state of the most industrialized nations and invited world leaders.

Mr. Walters began his executive government experience with an appointment working for a Commissioner at the U.S. Commodity Futures Trading Commission (“CFTC”); the federal agency responsible for overseeing U.S. financial futures, derivatives and option markets. 

Prior to serving in the President George W. Bush administration, Mr. Walters worked in the congressional office for a U.S. Congressman.

Mr. Walters remains involved in U.S. Presidential politics and international affairs including serving on the teams responsible for hosting the International and Diplomatic Corps program for the 58th Presidential Inaugural Committee and the Global Partners in Diplomacy ambassadorial program at the 2016 GOP convention.

Mr. Walters began his career practicing law in Austin, Texas, advising clients on a range of matters including business and real estate transactions. He also served as Executive Director and General Counsel for two state-wide associations for technology and e-commerce companies.

Mr. Walters is a member of the State Bar of Texas, a cum laude business graduate of Texas A&M University, and earned his Juris Doctorate (J.D.) and Master of Business Administration (M.B.A) from Baylor University.

Mr. Greg Riels is a Managing Principal of Capital Park Partners LLC, which serves as a strategic adviser to a select clientele of U.S. and international companies, entities and individuals. Mr. Riels is also a Principal of Capital Park Securities LLC, which manages capital on behalf of qualified U.S. and foreign investors.

Previously, Mr. Riels served as the Director of Government Relations for Advanced Tactical Systems; a U.S. subsidiary of a publicly listed, global defense and aerospace conglomerate with 4,000+ employees and nearly $1 billion in annual revenue. In this position, he led a U.S. team responsible for government and external relations, strategic communications and international business development.

Mr. Riels held the position of Director, Government Affairs, for Bracewell & Giuliani LLP, a leading international law and government relations firm. In this position, Mr. Riels served clients ranging from Fortune 500 companies to small businesses representing key global industries including energy, technology and defense.

Previously, Mr. Riels served as a senior aide and military adviser to U.S. Senator Elizabeth Dole during her tenure on the prestigious US. Senate Armed Services Committee. In this role, Mr. Riels was responsible for coordinating legislative and oversight efforts among various constituencies including U.S. Senators and Congressmen, U.S. military officers, and senior staff serving in the U.S. Congress, White House, Department of Defense, various U.S. government departments and agencies, as well as foreign government and military officials. 

Prior to his business and public service careers, Mr. Riels served in the U.S. Navy as an F-14 “Tomcat” pilot and as a flight instructor, Admiral’s aide and Navy Reserve officer flying senior Navy Department officials worldwide in the C-37B (Gulfstream 550) aircraft. He also served as a Security Assistance Officer and the Reserve Support Coordinator on the staff of Commander Naval Forces Europe, Commander Naval Forces Africa and Commander Sixth Fleet, headquartered in Naples, Italy. Mr. Riels retired from naval service as a Commander in 2016.

Mr. Riels is a cum laude graduate (B.B.A. – Finance and Management) of Texas A&M University, and earned a Master in Public Leadership from the LBJ School of Public Affairs at the University of Texas at Austin. He attained the rank of Eagle Scout (Boy Scouts of America) and was selected to serve on the Board of Directors of the Texas Lyceum – one of the state’s premier leadership organizations.

An avid pilot, Mr. Riels has flown nearly 3,000 hours over 30 years. He holds an FAA Airline Transport Pilot license and maintains type ratings in the GulfstreamV and Gulfstream550 aircraft.

Mr. Raj Luhar is a former senior level United States Government official with wide ranging policy and managerial experience. He has held positions at The White House and the United States Department of Energy.

In his role as Chief of Staff and Senior Policy Advisor for International Affairs at the Department of Energy, he served as a principal advisor on domestic and international energy policy. He oversaw development of energy policies for efforts to diversify and enhance energy security, such as biofuels, carbon capture and sequestration, nuclear energy and implementation of the President’s National Energy Policy. He coordinated the strategic plan for climate technologies and supported the President’s Major Economies Process. He participated and chaired numerous bilateral and multilateral meetings including the U.S.-China, U.S.-India, U.S.-Korea, U.S.-Indonesia, U.S.-Canada, and U.S.-EU Energy dialogues to advance cooperation in R&D and policy exchange. Mr. Luhar also advanced large-scale demonstration programs, including the Clean Coal Technology Demonstration program; the Power Plant Improvement Initiative; Clean Coal Power Initiative; and FutureGen – a demonstration program for near-zero emissions coal, including carbon emissions. He was awarded the Secretary’s Distinguished Service Award for leadership on the U.S.-India Civil Nuclear Agreement and U.S.-China Strategic Economic Dialogue.

Mr. Luhar began his executive government experience with an appointment working at The White House in the Office of Political Affairs which develops, supports and advances partnerships in support of the President and his policy agenda. In his role, he conducted political analysis, opinion research, and direct outreach to key constituencies.

Prior to serving in the administration of President George W. Bush, Mr. Luhar served on numerous political campaigns including those for Governor Rick Perry, Senator John Cornyn, Senator Kay Bailey Hutchison, Congressman Michael McCaul, Congressman Mike Conaway, and Texas Constitutional Amendment Proposition 12, Medical Malpractice Liability Reform Initiative. Mr. Luhar remains involved in U.S. Presidential politics and international affairs including serving on the teams responsible for hosting the International and Diplomatic Corps program for the 58th Presidential Inaugural Committee and the Global Partners in Diplomacy ambassadorial program at the 2016 Republican National Convention.

In addition to his business and public service careers, Mr. Luhar is the Founder and Chief Executive Officer of The Children’s Project International, a U.S.-based international nongovernmental organization focused on addressing global child development. Mr. Luhar earned his Bachelor of Science Degree in Human Biology, Community and Urban Planning from the University of Texas. Mr. Luhar also serves as the United Nations Permanent Representative and World Health Organization Permanent Representative for the organization promoting the achievement of the United Nations Sustainable Development Goals.

Mr. Frank Mermoud is a Principal of Capital Park Group LLC, which serves as a strategic advisor to a select clientele of U.S. and international companies, entities and individuals.

Mr. Mermoud is an experienced corporate executive and former senior U.S. Government official with extensive international experience both in government and in the private sector. Mr. Mermoud has a demonstrated record of success in government leadership, business development, capital raising, policy creation and implementation, advocacy and strategic negotiation.

Over his career in public service and government, spanning more than three decades, Mr. Mermoud has served four Presidents: Donald J. Trump, George W. Bush, George H.W. Bush and Ronald Reagan. Recent appointed positions have included heading the International and Diplomatic Corps program for the 58th Presidential Inaugural Committee and directing the Global Partners in Diplomacy program at the 2016 Republican National Convention.

Mr. Mermoud has held numerous senior U.S. Government positions including at the U.S. Department of State as Special Representative for Commercial and Business Affairs and Director of Congressional Affairs, U.S. Information Agency as Congressional Liaison Officer, and U.S. Department of Commerce as Associate Director of EXPORT NOW Presidential Initiative.

While at the U.S. State Department, Mr. Mermoud directed and managed the Department’s trade and business advocacy programs in Washington D.C. and in more than 180 countries with annual deal flow value of over $20 Billion. Mr. Mermoud led Economic Dialogues with numerous countries including the Baltics, Poland, Kazakhstan, Azerbaijan, and Ukraine. Additionally, he was a lead participant in Iraq Reconstruction economic and commercial efforts and in a variety of sectoral Economic Working Groups with the Organisation for Economic Co-operation and Development (OECD), European Union, China and India.

In addition, Mr. Mermoud currently serves on the Board of Directors of Houston-based Cub Energy and as a Non-Executive Director of publicly-traded exploration and production company, Iofina.

Mr. Mermoud is a graduate of the School of Foreign Service at Georgetown University.

Gregory “Greg” Lengyel is a senior national security executive with significant global experience leading in the U.S. military’s special operations community and within the North Atlantic Treaty Organization (NATO). He has achieved measurable operational results in the most challenging environments through transformational organizational management in operations, finance, strategic alliances, logistics, and human resources responsibility for organizations with multi-billion-dollar budgets and thousands of employees. He is a recently retired U.S. Air Force Major General with 33 years of service.

Major General (Ret.) Lengyel most recently served as the Deputy Commander, Joint Special Operations Command (JSOC), where he managed resources totaling $10 billion of infrastructure, a $1.9 billion annual budget, and 1,750 team members in a multi-service environment to conduct strategic planning and solve our nation’s hardest problems. He also led JSOC’s Intelligence, Surveillance, and Reconnaissance (ISR) Council making basing and collection priority decisions for the Department of Defense’s largest consumer of ISR.

As Commander, Special Operations Command Europe, he was the senior U.S. military officer leading 2,500 personnel and managing risk for all U.S. special operations forces in Europe. He built, trained, exercised, and led a cohesive team of nine NATO allies against foreign aggressors.

Greg was handpicked by the Chief of Staff of the Air Force to serve as the Commandant of Cadets at the U.S. Air Force Academy. In this capacity Major General (Ret.) Lengyel was the Dean of Undergraduates and Military Commander of 4,000 U.S. Air Force Academy Cadets. As the Executive Assistant to the Supreme Allied Commander Europe at Supreme Headquarters Allied Powers Europe, he managed and led a 100-person staff supporting the senior military officer in the North Atlantic Treaty Organization (NATO) Alliance, and served as a trusted advisor to senior leaders in critical negotiations with heads of state, defense ministers, chiefs of defense, and the international media.

Major General (Ret.) Lengyel has commanded at every almost every level in the Air Force and joint special operations aviation community. He has flown 4,000 hours in helicopters, tilt-rotor, and fixed-wing aircraft. Greg earned a BS in Engineering Technology from Texas A&M University and an MS in International Relations from Troy University. He is also a graduate of the Air War College, Joint Forces Staff College, CAPSTONE, and served as a National Defense Fellow at The Brookings Institution.

Karl Doenges is a senior executive in the biotech and energy sectors. He has extensive experience in starting, leading and managing companies in the healthcare, industrial and green-energy industries.

Previously, Karl was an advisor for fuel, energy, technology and water to Cranberry Capital, Vice President of Marketing and Government Affairs for Gradiant Corporation, Chief Marketing Officer and Senior Vice President for Government Affairs and Business Development for Sweetwater Energy, President at Clean Fuel Distribution and Director of Global Marketing at Wagner and Brown, Ltd. In all of these positions, Karl managed the international aspect of business development and Government Affairs.

Karl began his career on a presidential campaign and as a political appointee. He worked as a Senior Advisor in the United States International Trade Administration, where he founded the energy exporting team – coordinating all government agencies involved in exporting and energy to share resources for American companies entering new international markets. He also worked on international summits for China and Russia and led foreign delegations at trade shows. Previously he was Director of Television Production at the White House, Spokesman and Director of Television Production at the Presidential Inaugural Committee and was in the George W. Bush Presidential Campaign.

Karl is a member of the State Bar of Texas and has served on the U.S. District Export Council for the U.S. Department of Commerce for more than 10 years. He is a cum laude international business graduate of the University of Texas at Austin, earned his Juris Doctorate (J.D.) and Masters of Business Administration from Texas Tech University and attended the Institute of World Legal Problems at the University of Innsbruck, Austria.

Mr. Miguel “Mando” Avila has served as a diplomatic executive and military officer in the U.S. and overseas; and he brings significant global experiences and perspectives to the Capital Park Group clientele.

Mr. Avila has consistently achieved meaningful and measurable results in some of the most challenging diplomatic, business and combat environments around the world. He retired as a Lieutenant Colonel from the U.S. Marine Corps in 2015 after a distinguished 20-year career.

Most recently, Mr. Avila served as an instructor pilot for the Texas Department of Public Safety – flying missions in both fixed wing and rotary wing assets - to support the mission of combating crime and terrorism, enhancing public safety and assisting in statewide emergency management.

Previously, Mr. Avila flew numerous aircraft with the U.S. Marine Corps, including the venerable CH-46 Sea Knight. He also flew combat support missions in Operations Iraqi Freedom and Enduring Freedom – many of them casualty evacuations from front-line operations.

Following graduation from the prestigious Weapons and Tactics Instructor Course (the U.S. Marine Corps’ version of TOPGUN) Mr. Avila was chosen as a Marine One pilot to fly U.S. President George W. Bush, U.S. Vice President Dick Cheney, and other VIPs and foreign heads of state as an aircraft commander serving in the Presidential Helicopter Squadron (HMX-1) from 2003 to 2007.

Following his service in support of the U.S. President and the White House, then Lieutenant Colonel Avila was selected as the only U.S. Marine Corps officer to attend (2007 to 2008) the U.S. Army’s Western Hemisphere Institute for Security Cooperation at Fort Benning, Georgia. Upon graduation, he completed a third flying tour in the Middle East and was selected to attend the Defense Intelligence Agency’s Joint Military Attaché School prior to a three-year tour as the Marine Attaché to the Republic of Indonesia (Jakarta).

Mr. Avila is a graduate (B.S. – Industrial Distribution) of Texas A&M University, and is fluent in Indonesian and Spanish. As a life-long pilot, Mr. Avila has flown more than 3,600 hours spanning more than two decades, holds a Federal Aviation Administration (FAA) Rotary Wing Airline Transport Pilot license and maintains type ratings in multiple fixed-wing and rotary wing aircraft.
